Project Descriptions

1. Environmental Learning Center.
Construction of the Environmental Learning Center at Community Park is expected to begin this spring, with completion planned for late 2008.  The center will include classrooms in addition to a community room and a sheltered terrace that could be used for meetings, informal wedding receptions, church activities, graduation parties and other community gatherings.

Once complete, the McColl Pond Environmental Learning Center will house the City’s existing environmental programs with local schools and provide a gathering space for celebrations and meetings. The lobby area and restrooms will be open during the day for those who wish to watch the wildlife as they enjoy their morning coffee or take a lunch break.

Site improvements include rain gardens, landscaping, paving, storm sewer, and the extension of watermain and sanitary sewer to serve the new building. 

2. 2008 Street Improvements
The 2008 Street Improvements include reconstruction and bituminous overlays. The project areas include the following:

Mill & Overlay:
137th Lane from Vernon Avenue to Xenwood Avenue

Maple Leaf Woods Addition:

Vernon Avenue from McColl Drie to 130th Street
130th St. from Vernon Avenue to east terminus
Vernon Avenue (south of cul-de-sac) from 13061 to 13071
Vernon Avenue (north of cul-de-sac) from 13021 to 13023


Wellington Forest Addition:
132nd Street from Vernon Avenue to Webster Avenue
Webster Avenue from 132nd Street to 133rd Street
133rd Street from Webster Avenue to Vernon Avenue
132nd Street cul-de-sac
Webster Avenue cul-de-sac
133rd Street cul-de-sac

Reconstruction:
131st Street from Vernon Avenue to east terminus (Maple Leaf Woods Addition)
Toledo Avenue from 143rd Street to northwest terminus (South Hills 3rd Addition)
Webster Court from 137th Lane to east terminus (Rolling Meadows)

Carlson Addition:
Ottawa Avenue from CSAH 42 to 140th Street

3. South Savage Improvements, Phase 2
The improvements for Phase 2 consist of extending storm sewer, water service, and road improvements through the Hampshire Avenue intersection.  The trunk sanitary sewer will not extend beyond the Phase 1 project due to excessive depths.  The school district is planning on opening an elementary school located north of 154th Street.   Phase 2 improvements will provide turn-lanes for the school and upgrade the entire intersection at Hampshire Avenue. 

4. River Bend Lift Station Rehabilitation
The River Bend Lift Station, located in the cul-de-sac at the end of Joppa Avenue, will be rebuilt and the pumps replaced. The rehabilitation will increase the capacity of the lift station, which will serve new development in South Savage as well as the River Bend area. The bid was awarded on October 15, 2007 to EnComm Midwest.

5. Xenwood Ave./124th St./125th St. Street Construction
In 2006, the City had a report prepared regarding the rehabilitation of the sanitary sewer on Xenwood Avenue and the Trunk Highway 13 South Frontage Road.  This report was in response to the City’s Inflow and Infiltration (I/I) concerns in this area of the City.  A reduction in the City’s I/I lowers our wastewater treatment charges, lowers the operational cost of our lift stations, and reduces the likelihood of wastewater surcharges from the Metropolitan Council. 

While a portion of the report was addressed through the South Frontage Road project, which was completed in 2007, the Xenwood area needs more investigation as well as a funding source prior to action.  The drainage system and watermain in this area is also aging and may also be in need of repair, replacement or relocation. The deteriorated condition of the streets has reached the point where complete reconstruction may be warranted.  This could include new curb and gutter to improve surface drainage conditions.

The study area includes:

  • Xenwood Avenue from 126th Street to 124th Street
  • 126th Street from Xenwood Avenue to east terminus
  • 125th Street from Xenwood Avenue west approximately 225 feet
  • 124th Street from Xenwood Avenue to east terminus

The feasibility report will investigate ways to reduce the I/I and improve the sanitary sewer system.  Options for improving the other utilities will be researched as well. 

6. Trail Construction
The Capital Improvements Program for 2008-2012 includes funding for bituminous trail along the sough side of CSAH 42 form Rhode Island Avenue to Dakota Avenue (CSAH 42), a distance of approximately 4, 000 feet The feasibility and cost of this trail segment will first be investigated.

7. Well No. 14 Pumphouse
Well No. 14, located on the northeast corner of Dakota Avenue/McColl Drive, was constructed in 2006.  The 2007 phase of the project included construction of a pump house and a raw water main connection to Water Treatment Plant No. 3.  A back-up generator will be installed and the pump house construction will be completed in 2008.

The pump house architectural features are consistent with other buildings in the City Hall campus area.  

Trunk Highway 13 Construction
The City of Savage, in cooperation with Scott County and the Minnesota Department of Transportation,  is making improvements on Trunk Highway 13.  It is a multi-year project.  Click here to view a map identifying the improvements.
