Comprehensive Wetland Protection and Management Plan

What is the CWPMP?
The Comprehensive Wetland Protection and Management Plan was finished in January of 2000.  It presents an inventory and study of the Citys wetlands.  It also provides a comprehensive approach for the protection and management of wetlands within the City and allows the City to have control over the rules and governing decisions about these wetlands. 

Why was it developed?
The intent of the City of Savage CWPMP is to provide a means for the City to protect and manage its wetlands by utilizing the flexibility within the Wetland Conservation Act.  The plan provides guidelines for wetland protection and management assistance with Wetland Conservation Act, and acts as a reference guide for developers to utilize when working near wetlands. 

Why are wetlands important?
Wetlands provide many benefits and, as such, are important resources to a community.  A healthy wetland can perform many beneficial functions:

  • Provide critical habitat for many types of birds, mammals, amphibians, reptiles, invertebrates, and plants. 

  • Act to improve water quality and provide water quantity control by storing water during storm events.

  • Allow for groundwater interactions, whether it be recharge or discharge.

  • Provide aesthetic value, nature observation areas, and areas for education and scientific research.

Because of the importance of wetlands and the role wetlands play within a community, they must be considered during development review and citywide planning in order to balance protection with these wetlands and development and growth of the city.

  1. Descriptions of wetlands and natural resources of special interest within the City.

  2. Discussion of the regulatory framework for wetlands.  Provides details of the role of the City as the Local Unit of Government (LGU) for the Wetland Conservation Act.

  3. Description of the wetland inventory and classification methods.  

  4. Wetland Inventory and Classification Results. 

  5. Wetland Protection and Management Strategies.

  6. Description of Implementation Strategies.
