          State Trail Sticker Required

The following is a summary of the Savage ordinance. There are a number of changes to the ordinance from years past, so please review the changes very carefully. For complete information, please review Title 6 - Chapter 3A of City Code.

The biggest changes to the snowmobile ordinance involve "designated snowmobile trail" and "direct snowmobile trail access"

A "designated snowmobile trail" is a trail that is maintained by a snowmobile club recognized by the Minnesota Department of Natural Resources. The 24+ miles of Savage trails are maintained by Scott County Sno-Trails, Inc. and supported by the Savage Sno-Pacers.  Snowmobiles are allowed on designated snowmobile trails when in compliance with other ordinances.

"Direct snowmobile trail access" is defined as the most direct route from a starting point to or from the closest designated snowmobile trail.  This allows snowmobile travel from a residence to the closest designated snowmobile trail.  Please note that riders need to take the most direct route to and from the closest designated snowmobile trail.

In addition to the above changes, it shall be unlawful to operate a snowmobile with the city limits:

  • Between the hours of 11 p.m. and 7 a.m. daily
  • At speed greater than 15 mph within 300 feet of a residence unless on a designated snowmobile trail
  • On any sidewalks or bituminous trails in the City provided for pedestrian travel unless they are located on a designated snowmobile trail
  • At a speed grater than 25 mph or the posted speed limit, whichever is less, while on a designated snowmobile trail
  • On a designated snowmobile trail when the trail has been marked as closed

The city of Savage and the Sno-Pacers have affirmed their support for a zero tolerance enforcement policy.  Please be advised that any violator apprehended by law enforcement agencies, including the Savage Police Department, is likely to be issued a citation.  A violator of the "direct snowmobile trail access" ordinance can have his or her snowmobile towed and impounded in addition to being issued a citation.

Scott County Sno-Trails also provides a 24 hour trail hotline at 952.440.1003 that provides updated trail conditions as well as a list of temporarily closed trails.

Snowmobiles Need State Trail Sticker

People planning to ride on any state or grant-in-aid snowmobile trail in Minnesota this winter are required to purchase a Minnesota State Trail sticker for their snowmobile. State legislators passed the new sticker law during the 2005 legislative session.  The law went into effect Oct. 1.  All funds raised by sales of the trail sticker will be used for grooming and maintaining the trails.

More than 18,000 miles of the 20,385 miles of snowmobile trails in Minnesota are groomed and maintained by local volunteer snowmobile clubs through the grant-in-aid program.  The funds generated by the trail pass will be used to supplement the grants the clubs received to offset their equipment expenses and skyrocketing fuel costs.

The trail sticker is $16 for an annual permit and $31 for a three-year sticker which can only be purchased at the time of registration or renewal of registration.  The price includes a $1 filing fee.  The annual permit will only be valid from Nov. 1 through April 30 of each year.  Anyone caught without a valid trail sticker will be required to purchase an annual permit at the price of the three-year permit, $31, plus applicable fines.

According to the legislation, the revenue generated from the trail pass must be used for grants-in-aid, trail maintenance, grooming, and easement acquisition.

Presently the annual Minnesota Snowmobile State Trail sticker can be purchased from a deputy registrar or any of the electronic licensing agents throughout Minnesota or by telephone at 1-888-665-4236.

The three-year sticker may only be purchased at the time of snowmobile registration at a deputy registrar office or through the mail from the DNR at 500 Lafayette Road, St. Paul, MN  55155.  On-line purchase will be available at some time in the future.
