
The Savage Roundabout was installed by Scott County to improve traffic flow and reduce the severity of accidents. The intersection previously was controlled by a traffic signal.
The Economic Development Department of the City of Savage is responsible for attracting new businesses to the community, retaining existing businesses, assisting businesses with expansion, and enabling the rehabilitation and/or redevelopment of areas within the community.
The department relies on support and input from the City's Economic Development Commission. This commission plays a critical role in advising the Economic Development Authority on all matters relating to the economic development of the community. The Economic Development Authority (EDA) is the official decision-making body when it comes to economic development. The EDA is made up of members of the City Council.
The Planning Department is responsible for guiding development and regulating land use within the City. The department is primarily divided into planning and mapping/GIS. The Planning Department staff consists of the Planning Manager, Senior Planner and GIS Technician.

The Communications Division is committed to using its resources to facilitate an informed citizenry and staff, promote City services and facilitate the enhancement of community identity.
The Division disseminates information about programs, activities and services to a variety of internal and external audiences. It promotes the City locally and regionally to strengthen the community’s image and identity. It produces the City News newsletter to residents; coordinates special publications; maintains two websites; provides communication planning assistance; and is responsible for media relations. It coordinates meetings of the Employee Communications Committee, which produces The Grapevine newsletter for employees.
The Division also oversees the Advisory Communications Commission, which provides input on various initiatives.

It is with great pleasure that we share with you the Savage Police Department’s Annual Report for 2012. This report reflects the teamwork, outstanding accomplishments and professional services provided by the men and women of this agency. The Savage Police Department is a progressive department that continually strives to maintain excellence and professionalism in its service to the citizens and businesses of the City of Savage. In this Annual Report you will find an overview of the department’s activities and a breakdown of statistical crime and traffic data.
The events of January 2, 2012 will forever be in the minds of our officers, city employees, members of council, our community and neighboring law enforcement agencies. The traffic accident that severely injured Officer Frank Mackall has brought us even closer together. The teamwork demonstrated by our officers, the outpouring support of the community and the unwavering support of our council, enabled us to move forward with great optimism.
In 2012 the City of Savage experienced an overall crime rate decrease of over 4% compared with 2011. While several factors come into play, whenever crime rates change – up or down – one piece of the puzzle is the quality of local law enforcement and how well the police partner with the community to prevent and suppress crime. The statistics show some challenge areas as well, but I think we all can be proud of our accomplishments.
The City of Savage is an exceptional city and the efforts of our police officers, civilian support staff, volunteers, citizens, and the steadfast public safety support from the Mayor and City Council have made a positive impact on the quality of life in the community. The Savage Fire Department is a Paid-On-Call Department consisting of 40 members, who either live or work in the City of Savage, and two fulltime staff members. We operate out of two fire stations within the City, located at 13105 Dakota Ave and 14321 O'Connell Road. We responded to 378 calls for service in 2012, a 6% increase in calls from 2011.

Each member is required to be familiar with and abide by all Fire Department rules, regulations, policies, and operating procedures. These stringent guidelines ensure that when duty calls, the community's firefighters will be thoroughly prepared to meet the challenge that lies ahead.

ides a variety of recreational opportunities for residents. Each year approximately 3,500 people participate in activities offered by the Parks and Recreation Department. Activities include trips, youth and adult athletics, special events, camps and playground programs.

These codes ensure that the buildings are safe and pose no risk to the public's welfare. The department works with homeowners and contractors to ensure that residential homes and commercial buildings meet the required safety guidelines.

The mission of the Utility Services Division is to provide the Savage community with reliable water and sanitary sewer services now and in the future.
The administrative offices are located at 13770 Dakota Avenue in the Public Works/Utility Services building.
The Utility Services Division understands that residents and businesses may encounter emergency water and sewer situations at all times of the day. Normal working hours are 7:30 a.m. to 4:00 p.m., Monday through Friday. Those experiencing an emergency water or sewer situation during these hours are asked to call 952.224.3440 and staff will respond as soon as possible. After hours, please call Scott County Emergency Dispatch at 952.445.1411. The dispatcher will then forward the appropriate information to the on-call operator. The raw sewage from the City of Savage is pumped to the City of Eagan where it is treated at the Seneca wastewater treatment plant operated by the Metropolitan Council Environmental Services.
Chemicals are monitored continuously for proper dosages. The Utility Services Division performs 30 water samples throughout the month to ensure that there are no harmful bacteria within the system. These samples are tested at a State-certified lab. The Minnesota Department of Health also inspects the treatment plants and water system numerous times each year. This ensures quality water that meets all the state and federal guidelines.
All facilities are capable of operating on an extended basis with emergency backup generators.

The City of Savage has demonstrated its commitment to the preservation of open space for the recreational purposes of its citizens. The community currently contains approximately 304 acres of city-managed park lands, as well as over 2,400 acres of state and county-managed park space. The Administration Department provides a variety of day-to-day services for the City. These include holding elections, maintaining City records, assembling agendas for City Council meetings, and providing information to residents and businesses. The Administration Department also provides support for other departments throughout City Hall, and makes sure all who visit during regular business hours receive the services they need.
The Administration Department is led by the City Administrator and consists of the City Clerk, Communications Coordinator, Video Production Coordinator, MIS Coordinators, Administrative Secretaries, and the Front Desk Receptionist.
The City of Savage contracts with Mediacom Communications Corporation and Integra Telecom to deliver cable television service to residents and businesses within Savage. The contract is known as a franchise agreement, as defined by the Cable Act of 1984. Under the cable franchise agreement, Mediacom and Integra pay the City for locating the cable system in public right of ways. These funds, known as franchise fees, form the City's Cable Television Fund. A portion of the funds are used to support programming on the City's PEG (Public, Education, Government) access channels. No general levy taxpayer funds are used for PEG Access operations.

The Engineering Division conducts the administration of all City public works projects ordered by the City Council. The department oversees the design, construction and administration of sanitary sewer, watermain, storm sewer, and roadways.
