Savage TV is one of the ways the City shares information about what is happening in our community. Tune in to view live or replays of Savage City Council, Planning Commission, Parks, Recreation and Natural Resources Commission, and Community Equity Commission meetings. Other programming includes Scott County Board, and ISD 191, 719, and 720 School Board meetings, and bulletins that feature city and community news, activities and events of local interest.

City meetings can be viewed live or on demand on the city website or on the following cable systems:

Cable Franchise Agreements

Currently, the City of Savage has cable franchise agreements with Mediacom and Nuvera (formerly Integra). These agreements are for 10 years and expire in 2020. The City is in negotiations with both providers to renegotiate the agreements.

Are cable TV rates regulated?

Under federal law, the City and the Federal Communications Commission (FCC) are prevented from regulating cable rates. It would take federal legislation to change that situation. The FCC believes that as competition and choices expand, consumers will have access to more services and that prices will eventually be controlled by competition.

In the meantime, the FCC says that consumers should expect an explanation from cable companies whenever rates are raised, particularly when the company attributes price hikes to increases in the cost of obtaining programming.
Does the City decide which cable channels are available in Savage?

The City has not legal authority to regulate cable rates or programming. Only your cable television provider can decide which channels it will carry.
Does the franchise agreement affect my internet service?

No, due to federal law, these agreements do not cover internet even though the infrastructure also provides broadband service.
What is a cable franchise agreement?

Cable franchise agreements authorize a cable provider to operate within the city and use the city right-of-way for its infrastructure. Currently, the City of Savage has franchise agreements with both Nuvera (formerly Integra) and Mediacom. Mediacom was the first cable TV provider in Savage and has their infrastructure in about 90 percent of the city. In 2010, Integra entered the market and has a more limited service area. Both franchise agreements expired in 2020 and the City is in the process of renewing them.
What is the franchise fee?

In exchange for the franchise, the cable TV provider agrees to pay an annual franchise fee to the City for use of the public rights-of way for its infrastructure. The franchise fee is set at 5% of the annual gross cable TV revenue. This revenue goes toward operating our SAVAGE TV government cable access channel so local cable subscribers can watch city council meetings, school board meetings, county commission meetings, and be informed of other community news and events.
Why am I limited to just Mediacom or Nuvera?

The City of Savage does not regulate or limit the number of cable TV providers that can do business in Savage. Any cable provider is welcome and encouraged to enter the market and obtain a franchise. However, in order to do that, the cable provider must install their own infrastructure which allows you to get your television (and internet) via a cable line. This can be very expensive and is cost prohibitive for many providers.
